    "content": "There are no clear policies, so to speak, on remuneration and what should be done about it. For example, some institutions have advocated for teaching using mother tongue, and others have not. So, it seems to be a sector that has a lot of confusion, and it develops in whichever way according to the direction it takes. The whole issue of educational inequalities really being hinged into social inequalities begins here. So, you will find that those parents who can afford to take their children to the best pre-primary institutions end up with children who get motivated from the word go. These might not necessarily be grade A students in the long run. However, because of the nurturing that happened at the critical ages, then these pupils really transform themselves into people who can make a difference. Mr. Deputy Speaker, Sir, the Motion calls for the national Government to take measures to assist County Governments to develop capacity in the training, recruitment and deployment of teachers for pre-primary education. This is very critical and needs to be done. Various key issues need to be asked even before we go there. For example, who, right now, is co-ordinating this deployment? Is there such a body that is already doing this? Who is co-ordinating their recruitment? I am alluding that there is, probably, no such centralized organization. Who is in charge of this process? Who is in charge of ensuring that the deployment, training and the recruitment of teachers is really done, because this has various implications? If county governments are to be assisted by the national Government to achieve this goal, certain key considerations have to be put into place. First of all, the commitment needs to be there. Secondly, the financial implications and the dedication to actually put those funds away for the specific training, especially at the county level needs to be there. With the devolution of the education function, the Senate Committee on Education, Information and Technology is really emphasizing the importance of ECD and education, which is very critical. Mr. Deputy Speaker, Sir, a lot also has to be invested in teaching materials that have to be thought out well in terms of what will be taught for all ages, schools and be streamlined. We need to plan and come up with data. We must know who the teachers are, where they are and where they are to be deployed to; this is really very critical. We should have a way to look at the syllabus. We prepare syllabuses that can be used over and over again and which will make a difference. Sen. (Prof.) Lonyangapuo already alluded to the fact that we already have Vision 2030, but we have to build the economic, social and the political pillars. I think for as long as we continue to underrate the importance of ECD training and education, we will get it all wrong. Mr. Deputy Speaker, Sir, I stand to support this Motion. I stand to encourage the national Government to take these measures. I wish we, as a Senate, had a way of ensuring that they do it and that they comply. They can actually go back and have an analysis of the situation---"
