As I speak today, there are contractors who are supposed to be constructing roads in Nyeri, for example, who are being accused by everybody of neglecting their responsibilities, yet they have not been paid. If he is not paid, he cannot build. So, could he clarify also for us what is the method of payment to the contractors when they start constructing and what happens when there are delays in payment?"
