Where, for example, a contractor has put materials on the road and was supposed to be paid upon completion of putting materials on the road--- If you look at the Nyeri-Othaya Road and all those roads in Nyeri, you will find that all those things have been done. Certificates have been supplied and when we take the contractors to task, they show us all those certificates whose payments have not been made.
