"content": "Madam Temporary Deputy Speaker, I rise to oppose this Motion. This House cannot consistently and persistently be used by the Executive that does not do its homework, rushes through Bills and wants this House to go by its bidding. More fundamentally â and we have had occasions to raise objections to such Motions - the whole reason why a Bill is published for the period of 14 days is to allow for public participation, a principle that is now enshrined in the Constitution. How many lessons does the Government need to learn, if it has not learnt from the case of hon. Uhuru Kenyatta, who was taken to court for trying to commit an illegality? This House cannot allow itself to be misused by the Executive to rush through Bills, unless there is something they are hiding! With those remarks, I strongly oppose and urge this side of the House, including the good people from the other side and hon. Mutula Kilonzo, who is always complaining, to support me. I beg to oppose."
