I think there have been very great speeches today and I would not do dishonor to the great speeches that have been made this afternoon but begin by commending Sen. (Dr.) Khalwale for bringing this Bill. He put very good thought into this Bill. I remember once when I was in the National Assembly and a friend of mine who used to be an Assistant Minister, then at one point again he was just an ordinary Member of Parliament and eventually, he lost his seat and became a nominated councilor. When he met the former President Moi, he said: “Your Excellency, meet councilor, honourable, Assistant Minister Ochola Ogur”."
