Madam Temporary Speaker, I have just spoken to the people of Nyamira and told them that if we are going to lay the foundation of Nyamira County on a shaky ground; full of corruption, nepotism and clanism, we would rather suspend that foundation until we lay it on a firm ground. With this kind of Bill, we will have sanity in our systems. Madam Temporary Speaker, with those few remarks, I beg to support."
