    "content": "Mr. Deputy Speaker, Sir, I rise to support this Motion. Mr. Deputy Speaker, Sir, as my fellow colleagues were contributing here in support of this Motion, I was remembering and replaying in my mind the scenes of Uhuru Park in 2010, on the day when the Constitution was promulgated. The mood was just simply alive and explosive. The whole country was expectant and every Kenyan was so excited. Finally, there was hope. In one way or the other, we were able to get a new Constitution. All this excitement and the expectations that the Kenyans had on that day, as they watched the Constitution being signed and promulgated, was because of the promises of devolution."
