    "content": " Order! That is a very easy issue to dispose of. I want to refer you to the Standing Orders since this is a House of order. Standing Order No.2(c) which is on page 6 states: “reference to the Speaker includes the Deputy Speaker or any other Member when presiding over the Assembly pursuant to Article 107 of the Constitution.” So, hon. Member, when you see the Speaker on session, treat the Speaker as the Speaker of the National Assembly. I am not aware that the Leader of Majority Party needs to be present in any discussion before the House but I think it is preferable that the Chair of the Committee concerned should be in the House to be able to take information that we are dealing with to the Committee for issues of testimony. I do not know if the Vice-Chair of the Committee is here. I see the Vice-Chair of the Committee and I think that he has the brief to take that information. Thank you very much. Hon. Gumbo."
