    "content": "In Westgate, we had a problem. The Committee on Administration and National Security summoned everybody to appear before the Committee and nothing has happened. Even the Constitution is not being followed. In Baragoi and even at the Westgate, the Army was involved. The Constitution provides that the President should, as the Chair of the National Security Council, report to this House annually. The state of security is such that, that should happen now. Therefore, I am recommending that this is the time for His Excellency the President, as the Chair of the National Security Council, to be summoned to this House to tell Kenyans the state of security in this country. If you are in doubt, check Article 240(7) of the Constitution. It provides that the Council shall report annually to Parliament. We must do that."
