Where I come from, cattle are stolen every night. A population of 120,000 is served by only one vehicle, which belongs to the OCPD. The OCS, the DCIO and other security personnel do not have cars. If anybody calls them, they have to either go on foot or by boda bodas . How can they serve Kenyans when they do not have those kinds of facilities? Hon. Temporary Deputy Speaker, there is also laxity on their side. We are being told that it is because of the National Police Service Commission (NPSC) that the police are not working. We have been having a powerful Commissioner of Police for the last 50 years, but there is nothing to show for it. What makes us believe that if we give more powers to the Inspector General of Police we will have results, if we have not had a Commissioner of Police giving us results for the last 50 years? It is well known that the most corrupt people in this country are police officers. It is a fact. Yesterday, a report or a survey published by the Ethics and Anti-Corruption Commission showed that all the reports that got to them indicate that the police are the most corrupt in this country.
