Members, you will recall that the Public Finance Management Uwezo Fund Regulations, 2013 were tabled in the House on 22nd October, 2013, pursuant to Section 11 (1) of the Statutory Instruments Act No. 23 of 2012. Thereafter, the regulations were forwarded to the Committee on Delegated Legislation for consideration. The Committee has since considered the regulations, and tabled its report today morning. The House Business Committee agreed to schedule the Motion for discussion of this Report on the Order Paper for tomorrow, Thursday, 14th November, 2013. Hon. Members, I now want to guide you on procedure for consideration of the regulations. Tomorrow the House will have a general debate on the regulations for one hour. Thereafter, the House will proceed to the Committee of the whole House to consider the regulations in detail. Hon. Members with any amendments are, therefore, requested to submit these in writing to the Clerk’s office before close of business today to ensure their inclusion in the Order Paper tomorrow. Please, note that pursuant to Standing Order 133(2), no amendments will be allowed which will not be on the Order Paper. You are, therefore, encouraged to present them in good time. Hon.
