The words of the Constitution are so clear – “The Inspector General shall exercise independent command over the National Police Service.” That is fine but if you look at what is being proposed in the National Police Service (Amendment) Bill which I am sure is coming later, it is saying under New Clause 8(A) that: “Notwithstanding the provisions of any written law, independent command of the Inspector General in relation to the service envisioned in Article 245 means that the Inspector General shall be responsible for all matters relating to the command and discipline.”"
