    "content": "I know for a fact that this House has decided in the past and, therefore, it is on record in this House that when a Bill or a portion of it is unconstitutional, the matter will be brought to the attention of the Speaker at any time and the Speaker will make a ruling as to its constitutionality. That is a decision that was made even in the former House more than once. It was deliberated and the Speaker made considered ruling."
