    "content": "support this Bill. I will be moving one or two amendments at the relevant stage. I agree with my colleagues on the other side; giving the Cabinet Secretary power over the appointment, discipline and transfer of officers in this service would be unconstitutional. The Cabinet Secretary, no doubt, must be removed from this exercise. It is important that we also consider what is likely to be efficient for this particular service. It is important that this House gives sufficient funding through the budget, to the security organs of this Government so that we can tackle the growing insecurity. I will support, subject to the proposed amendments. Thank you."
