    "content": "In terms of your own Standing Orders, he is not supposed to take anybody through. This is why sometimes people do not understand what happens in Parliament. These rules were adopted in January by the last Parliament. And they said you are supposed to come and lay the Report on the Table. We are seeing now that the consumers in the 11th Parliament can now see the inadequacies in the procedure adopted. In fairness, you ought to have had a copy of that Report, so that, at least, you are able to seek clarifications. The rules require that we allow you some 20 minutes or so. How can you ask a question on a Report you have not seen unless you raise a general question like the one raised by hon. Wanyonyi?"
