    "content": "(i) The reason why the Universal Service Fund (USF) had not benefitted the intended beneficiaries yet the Act was enacted in 2008 and subsequent regulation put in place in 2010 is that the USF is yet to be fully operationalized. The Council was gazetted in the official Kenya Gazette in February, 2013. The Government is in the process of operationalizing the Fund. The Committee also noted that the directors have just been appointed and are still undergoing orientation."
