    "content": "Hon. Temporary Deputy Speaker, I recognize that this Bill is in its Second Reading and there are opportunities ahead to amend many clauses. Looking at the Bill generally, I am inclined to support the Bill despite the few flaws here and there that we will have an opportunity here in the House to deal with conclusively when the Bill comes for Committee of the whole House. This Bill is a constitutional requirement pursuant to Article 34 and this House needs to pass it and send it to the President."
