    "content": "We have a Government system where we hold to account the Executive, the Legislature and the Judiciary. The Fourth Estate needs to be held to account. By being held to account, the Cabinet Secretary responsible for that sector of our country should also have some input in this Council. That is why we are saying that the Cabinet Secretary will be receiving names from an independent panel and if he rejects any of those names, the panel will again submit new names for appointment. The Cabinet Secretary cannot submit his own names to be appointed as members to the Council."
