I came here so that we can develop the whole nation and properly anchor devolution. We decided to go to court for interpretation of the Constitution because we would like the counties to be developed. Mr. Temporary Speaker, Sir, I support what Sen. Wako said; the quicker we pass this Bill, the better, so that common sense can prevail. Anybody who does not want to follow the law, really, has to explain why they went there. We also do not want our Governors to be arrested and so on. Some people do not want Senators to be involved, but we are just doing oversight. Therefore, all of us should look at this Bill thoroughly, so that all the excesses that may be envisaged can be checked. One of the top investors in Eldoret Town said that we need to involve them in the development of our counties. He said that they have been there for 35 years and nobody from the Governor’s office has recognized that they spend billions there. Who are these investors who visit our Governors’ offices?
