    "content": "Mr. Speaker, Sir, the inequality in Mandera County is so bad that apart from the fact that 88 per cent of the people of Mandera are living below the poverty level, 94 per cent of the people in Mandera have no access to electricity. So, if you look at the inequalities in this country, there is no other way of addressing it except through devolution. This forum that is being addressed in this Bill gives us an opportunity to focus our energies on building our counties. Therefore, I fully support it and urge those who do not understand what is in the Constitution and are trying to suggest that this House has no business; this House has better business than any other House in this country. Thank you."
