    "content": "Thank you for giving me this opportunity to contribute to this important Bill. I would like to join my colleagues in thanking Sen. Sang for having thought about this very important Bill which will go a very long way in streamlining the way the counties will take off. Currently or as it has been Kenya, we have had politics of the winner taking it all. After one has been elected, they only concentrate on the area they come from and that is what has been in the governors’ minds all this time. This also comes with rewarding supporters. We have seen what happens in the disbursement of CDF whereby the Members of Parliament choose the Committee and at the end of the day, within the constituency, there may be imbalance of development. At the moment, that is the direction the governors are taking. That is the situation obtaining in my county. I have also been listening to other Senators who are also experiencing the same. There is very little consultation between the Members of Parliament and the governors. Sometimes polarized elections even destabilize the county.
