Enactment of this law would mark the beginning of application and implementation of the principles of public finance, enshrined in our present Constitution, Article 201. In particular, enactment of this law will enable the appointment of key officers who will monitor the application of the principles of public finance. To this end, the two offices, that is the Auditor-General and Controller of Budget will ensure that public money is used in a prudent and responsible way; that financial management is responsible; that fiscal reporting is clear, and that there is openness and accounting, including public participation in financial matters."
