    "content": "I appreciate that this Bill provides that the names of three persons who are qualified for appointment as Auditor-General or Controller of Budget, as the case may be, will be forwarded to the President. What we have witnessed in the past, especially when we were dealing with the appointment of the Chief Justice and the Deputy Chief Justice, was that the appointing authority is really a body other than the President. It is important that this scenario has come out clearly in this Bill. It is important that more than one name are sent to the President, so that if there are issues that he may want to look at, he will have room for manoeuvre. As it is now, we have been reduced to a rubber stamps!"
