The import of this Motion is that a committee has to be constituted nationally by the national Government. Is it the understanding of this House that we have lost faith in the National Security Council which is a committee mandated by the Constitution to specifically deal with this aspect? When we urge the national Government, what message are we sending? That the national Government has failed, through the National Security Council and the National Intelligence Security and so forth---"
