    "content": "Mr. Temporary Chairman, Sir, I propose that New Clause 4 be part of the Bill but with the following amendments. In 91 (b) (2), there are some repetitions there that were pointed out by Sen. (Prof.) Lonyangapuo and, the therefore, the words “the chair of the Board” should be deleted so that the sentence begins, “in the appointment of the members of the Board---“. Further, under (o) that any departmental head of the national and county governments who may attend the Ward Development Board. I am proposing the substitution of the word “county” with the words “Ward Development Board” and further as pointed out by the Chairman of the Committee on Legal Affairs and Human Rights, is that the elected and the nominated Members of the National Assembly and the Nominated Senators shall be ex-officio Members of the Ward Development Board as provided. It is technically the same explanation that we gave at the Second Reading of this Bill."
