    "content": "On a point of order, Mr. Temporary Chairman, Sir. Once a matter has been proposed by the Chair, you cannot withdraw it. It would be very bad practice that you bring a matter and you wait until it is proposed, and there may be some contrary views. We cannot assume that this decision is unanimous. I think the best thing to do, once a matter has been proposed, is to show whether we agree with it or not. This is not a Baraza; this is an honorable House. Mr. Temporary Chairman, Sir, the reason why you go out of your way to say “I propose the Question;” is because it now becomes the Business of the House to make a decision on it. If the person moving it wanted to withdraw it, he should withdraw it before he has moved it. So, as a matter of procedure, I am not taking any side as yet; but I think it would be wrong for a matter to be withdrawn after it has been proposed."
