    "content": "Mr. Deputy Speaker, Sir, obviously there has been tremendous growth of districts from 70 during the last Parliament to 386 districts. The policy is to provide facilities where they do not exist at all and to refurbish facilities that were previously occupied by District Officers like houses and offices. The policy is also to provide vehicles according to the rate of crime and the expansiveness of the districts in the country. Those are some of the policies that guide the allocation of resources but, obviously, we never at any one time have enough resources. A lot of these activities are factored in our strategic plan to ensure that we fulfill the mandate of making districts operational."
