    "content": "Further, we also want to insert those words so that the national government is involved in capacity building for the county governments in order to effect the amendment that I have suggested. This again is supported by our Constitution in the Sixth Schedule, section 15 which requires the national Government to give some assistance to the county governments to be able to carry out their functions satisfactorily, more particularly in this case, the handling and management of waste. So, I would like to move that amendment and with your permission, I would like to ask my colleague, Sen. Lesuuda, to second the amendment."
