    "content": "As it has been outlined by my colleagues, of course there are some areas in the Bill that will have to be looked into. I am glad that the able Chairperson of the Committee is here. She is listening and taking notes. Hon. Members have expressed concerns, especially on the idea of making animals to have bigger rights than human beings. This is something which has been regarded as colonial, draconian and unnecessary. It is time that we use this Bill to clearly define the pecking order. Animals exist as part of our heritage. They are there to help our economy to prosper, but not the other way round. So, if it happens that there is a conflict between human beings and animals, we should know that the entity that needs more consideration has at all times to be the human being, and not the animals."
