That even good laws or good directives from the executive are very difficult to be implemented or supervised. Since some of the heads are being mischievous because they are still living in the old system of impunity in this country. Could the Ministry direct that all certificates be taken to the office of the District Education Officer so that the children can collect them from that office and not from the office of the principal who holds on them as collateral for collecting school fees?
