It is catered for in Regulation 17 where it actually gives the discretion to the Advisory Committee to propose and recommend a citizen of another country. So, that really should take care of what Sen. Haji is proposing, but it is to the discretion of the Committee to actually suggest which of the category of honours is going to be awarded."
