Even if you go to the primary and secondary schools, he talks of an enrolment of 51 per cent for boys and 49 per cent for girls and an average of 97 per cent in primary school. He goes ahead to talk about 49 per cent for girls and 51 per cent for boys in secondary school and an average of 73. Besides that, he has averages of figures which do not exist. If you look at Table 3, he talks about North Horr as having a transition rate of 96 per cent when he does not even know how many boys or girls are in school. How can you talk of a transition rate when you do not even know how many boys or girls are in school?"
