    "content": " Before we debate on that proposed amendment, I want to make a ruling on the proposal by Sen. Haji and we have found a place for it. We will put it under Regulation 4 as category (f) which will then read:- “A visiting Head of State or Government of another country” I think that sorts out the issue. Sen. Haji, are you in agreement that our proposal captures the spirit of your proposed amendment?"
