    "content": "Madam Temporary Chairperson, I beg to move:- THAT, Regulation 5 of the Regulations be amended in paragraph (2) by- (a) deleting sub-paragraph (d) and substituting therefor the following new subparagraph- (d) two persons appointed by the Cabinet Secretary; (b) deleting sub-paragraph (e) and substituting therefor the following new subparagraph- (e) one person representing women appointed by the Cabinet Secretary; The effect of this amendment is to allow the Cabinet Secretary to appoint two persons and one person to represent women directly without going through what is already there. We explained this decision yesterday to Members. If we take it to the National Youth Council or the Gender and Equality Commission, it will take a long time. We thought that it would be easier that it be left the way it is. That is the amendment and I request Members to approve it."
