    "content": "Madam Temporary Chairperson, I beg to move: THAT, Regulation 14 of the Regulations be amended- (a) in sub-paragraph (c), by deleting the words “and in consultation with Constituency Uwezo Fund Management Committee” appearing immediately after the words “local offices”; (b) in sub-paragraph (d), by deleting the words “in consultation with Constituency Uwezo Fund Management Committee” appearing immediately before the words “be responsible”; The import of this is that there was an amendment that was proposed to the effect that the Ministry responsible for Youth shall facilitate and oversee the operations of the Board. However, this was amended to say that this would be done “with consultation with the Constituency.” We thought that consultation with the Ministry would be onerous and we made those amendments."
