    "content": "Madam Temporary Chairperson, I beg to move:- THAT, Regulation 18 be amended by deleting sub-paragraph (b) of paragraph (1). Madam Temporary Chairperson, paragraph 1 says:- “The initial capital of the fund shall be allocated as follows- b) an amount not exceeding 8 per cent shall be earmarked for capacity building of the fund beneficiary groups, which amount shall be divided equally among all constituencies.” Madam Temporary Chairperson, the amendment here is to remove “which amount shall be divided.” This is because the capacity building will be done at the national level and in clusters of counties. So, it will not be possible to divide it equally among constituencies. That is the amendment that is being proposed."
