    "content": "(Sen. (Prof.) Kindiki): Mr. Deputy Speaker, Sir, I second the Motion by Sen. Chris Obure. The reasons that have been given are valid. There is need for public participation and involvement of more stakeholders. Finally, I think we should encourage in this House more of quality and not quantity. It is not about how many reports or how fast you do a job, but how well a job is done. For those reasons, Mr. Deputy Speaker, Sir, I beg to second this Motion.
