He left it midway and I think I am very clear on that because I was in the Chair. So, this Motion has not been moved for you to second it. I want to make a formal ruling on this; that the next time this Motion comes on the Floor of the House, the Vice-Chair of the relevant Committee should be here, because it has been pending for too long and that has been occasioned by his absence. Remember that even if Sen. Gideon Moi comes here, he cannot move this Motion because it was being moved by Sen. Mwazo. So, it is important that the Vice-Chair of the Committee be present to continue moving that Motion. For that reason, the Motion is deferred."
