Speaker, just like I stated earlier in the morning, we have a challenge as per the Standing Orders that when a Bill has been published and it has not reached the Second Stage, if the House goes on recess, then that Bill becomes invalid. It has to start again during the second session of the House, hopefully next year. That means there are a lot of costs involved. Of course, again, the consultations by the Committees that looked at the Bill during the pre-publication period will have to start afresh."
