    "content": "Thank you, hon. Speaker. I had indicated that the structure of command in the police needs to be streamlined according to the amendments proposed. There has consistently been an insistence that the Commission should be in charge of administrative functions such as simple transfers and even giving commands. This, in my view, has resulted in the police force not performing its duties properly."
