    "content": "Thank you hon. Speaker, Sir. I just want to talk very briefly on this matter. If you look at this Bill, as it is before the House, you will fail to understand its purpose. Ask any ordinary police officer, anywhere including the bodyguards who guard half of the MPs, apart from the issue of their pay, what other three issues concern them most? They will tell you firstly, it is the issue of arbitrary transfers which are used as punitive measures against them. Secondly, they will talk about the issue of promotion, which hardly comes.
