    "content": "The Constitution says that Kenya is a sovereign Republic. That sovereignty is exercised by Kenyans either directly or through their elected representatives in the House. The Report is already there. What this Bill proposes is that the Report should come before the representatives of Kenyans, who are seated in this House for deliberations."
