    "content": "We proposed as a Committee that our consideration of this Report should not allow the National Assembly to alter the content, or the substance, of the Report. This will ensure that we do not use the liberty of debate to take over the work of the Commission and begin re-writing the Report. I think we will be urging the House at the Committee Stage to pass minor amendments, so that the Report can come to the National Assembly and we debate it as leaders."
