    "content": "We are all aware of how the Commission had a lot of tribulations when it started its work. Eventually, after a lengthy period and deliberations they came up with a Report. If you look at this Bill, you will find that the original Act intended that, that Commission should go to the public direct, that is without coming through Parliament, and with minimal interference from the Executive. However, I think the wisdom that it must pass through the House is good and we need to debate it."
