    "content": "Article 10 of the Constitution declares the national values and principles of governance to include democracy and participation of the people. The question that I ask is: Is this Bill sailing through the National Assembly in a democratic manner? Has this Bill brought on board sufficient public participation? In my understanding, as much as you have advised the Member who was on the Floor, public participation will not only entail the submission of written memorandum. It may also involve the people appearing before the Committee and expounding on what is contained in their written memoranda."
