    "content": "Even though you have given guidance, Standing Order No.127 says that a Bill, having been read the first time stands committed to the relevant Departmental Committee. In this case, the relevant Committee is the Departmental Committee on Justice and Legal Affairs. It was incumbent upon this Committee, once the Bill was committed to the Committee to have ensured that it gave ample opportunity to the public to make their input and compile a report which should have been tabled before this House. I am of the view that given that the Bill is in the Second Reading, we will end up debating this issue and effecting amendments without the sufficient input of members of the public on a report being compiled by the Departmental Committee on Justice and Legal Affairs. Hon. Temporary Deputy Speaker, I want to seek your guidance, particularly on the issues where major amendments are proposed to a Bill that seeks to make minor amendments. Subject to that guidance, I will, probably, change my view as to whether I should oppose it or--- However, I stand firmly on the issue of having to oppose this Bill all through. With those few remarks, I beg to oppose."
