    "content": "Mr. Speaker, Sir, as hon. Senators may be aware, I am the first to speak in this Senate Chamber. So, I will go down in history for that. Under Article 119 of the Constitution; “(1) Every person has a right to petition Parliament to consider any matter within its authority, including to enact, amend or repeal any legislation.” Pursuant to Standing Order No.222, Sen. David Musila presented a petition to the Senate on 27th June, 2013 on behalf of Mr. Joseph Kalinga, a resident of Kitui County.
