    "content": "Hon. Members, the ruling was done by the Speaker of the Kenya National Assembly. The Deputy Speaker, who is the Chair for this session, did not have any advance information on the same to be able to prepare adequately for this matter. As I have said, there is a provision in the Standing Orders, which says that any hon. Member can be asked by the Chair to substantiate instantaneously any claims that are made on the Floor of the House. However, there is also a provision in the Standing Orders which says that you cannot say anything negative against a fellow Member of Parliament without moving a Motion of censure. The Chair will definitely have to do its own research, refer to existing precedents, look at other jurisdictions and make a ruling on the same. Under the circumstances, I will make a ruling on the same on Tuesday, next week. After the ruling, it will be determined how the Question will be handled."
