    "content": "Mr. Speaker, Sir, first of all, I want to make a response on the two issues that he has raised. Mr. Speaker, Sir, on the first one, I must say that I agree with the observation that he has made; that the list which has been tabled here contains projects largely based in Nairobi. We will draw this to the attention of the Ministry and point out that the Ministry is, indeed, expected to serve all the 47 counties of this country. Mr. Speaker, Sir, on the second issue which he has raised, we will ask the Ministry to make sure that payment is made to this particular contractor in accordance with the terms of the actual contract itself. Payment will be made on the basis of certificate issued for work done. We will make sure that the Ministry ensures that the contractor completes this particular project."
