    "content": "Mr. Speaker, Sir, I think when you exercise that discretion under Standing Order No.52, that should be done with substantial reason. I am saying this with all due respect. I do not come from Tharaka-Nithi or any of those counties. Yesterday, Sen. (Prof.) Lonyangapuo tried to move an amendment which tried to include other counties including my county. However, it is important that that decision be made. Sen. Orengo – I was in the House all through – kept on leaving the House and coming back – he should have contributed to this Motion. I believe that you have made your ruling and I am not challenging it. However, going forward, we need to thrush this out so that we have a particular criteria to follow in terms of determination and how to exercise that discretion. Otherwise, it may be used wrongly in future."
